What is the ranking of the country to select the teams that will play in Champions Cup? Is it SN ranking, or U21 ranking, or average of both??

I remember it was number of users. But not 100% sure.

League winner from each country + cup winners from top senior NT ranking countries until all the places are filled while skipping those where cup winner is the same as league as far as I remember.
