Your logic is not correct. Hazard had very good years until real madrid. This is a mistake of the game. You cannot have a huge talent player with low form forever! Who's gonna train him to be performing 2 levels under the real level?

I'm not a Dev nor know the code, but per my understanding, every season you get a target form number for every player. So you have 18 possible values to be used as target form (0-17 ... because 18 is not a value itself but the maximum expression of divine value).

If your player is currently in form 6 (adequate) and after the season update his form target value changes to 15 (magical), can he decrease form? Yes, he can, but its unlikely he will. His form will tend to 15. He can increase or decrease, but in the long run his form will be closer to 15 on average than to any other value.

Can you get in the season target-form draw 18 consecutive low values? (asuming the life of a sokker-player is 18 seasons) Yes, its a possibility. That will make the player to always tend to have low form. Accept it: things can be terrible. Its always a possibility even in real life.

Form is not a mystical personal factor in this game: it includes things such as psychological readiness or any other health situation (other than injuries) that may affect his performance. Imagine "form" as a bag in which you put together all thing that affect performance that are not skills, tactical discipline or injuries. Thats not mystical.

I think that form has increasing/decreasing tendency. That's why it is usually near top or bottom. The tendency is represented by min/max function after rolling change twice (e.g. min(roll(-3, +3), roll(-3, +3)). So even with decreasing tendency the form might increase sometimes, but it will be decreasing long term because it's about 20/80 chances in such exemplary implementation.

Anyway, what changes the tendency? That is real question if the tendency really exists. Maybe the try occurs at the season change, but I think it also occurs on multiple other occasions as well (e.g. injury or NT call-up). At least, these are just my thoughts.

Yes, BUT, he almost never play, to the contrary of these strikers, who play every week!
So in fact, his form SHOULD and MUST go up with playing matches.
There's a ton of examples in sokker of world class players who's form jumped down and never came up again, until they seriously dropped down in skill.
IRL, there's not a single example of a bad form player who playes every week and of which the form never rise. Not 1...

I see form as a psychological factor, mood, but the name form, at least here in Brasil, tend to make us immediately think about some physical factor.

As form being a mental health factor, it may be influenced by a lot of variables (division, country, minutes played[too much or too few], position, training, etc) and that's why it's "random", or it's totally random which would be a pain in the @$$

in sokker players play even without form

and it's also not true that players always improve in form when playing

lots of examples even from current season
Raheem Sterling dipped in form, yet plays regularly, same with Havertz
Tammy Abraham has very low form this season, yet plays all the time
Maguire lost form after Euro, yet he played regularly until Ten Hag finally benched him
Emerson plays regularly, but can't hit form at Tottenham
Alex Sandro lost his form seasons ago, plays all the time, can't reach the level that he was at in the beginning at Juve

there are of course many factors that impact form in RL, in sokker it's just "form"

A player in bad form may also be a long lasting illness. I mean: anything besides skills, tactical discipline and injuries, falls under "form".

Its an enourmous group of factors that makes it logical that many hipertalented megastars have permanent low form. Simply because the group we are talking about is big enough.

If you assume that the peak performances of those aforementioned players their "standard" form is - then yes.
With exception of Sterling, the aforementioned players mostly had 1 very good season. The question is, was that their peak with the best form ?
Comparable to (i.e) sokker striker with 3x15 that plays like 3x17 for one season and has 18 form.
Yet, it is not what they really are. When they have a bad form , they will play like 3x13 and expecting someone to be at peak form all the time is not realistic.

So, in the end if you compare few seasons they played like 3x14 because of a little bit lower form.
That is the reality.
Their actual skill is the mix of form for the time playing at your club and their skill levels.
