You can't just tell good or bad tactic when looking at players activity. As I understand it, defensive activity is the amount of tackles a player did compared to his teammates. For example, if the opponent plays with a wing, your wingback will most probably have the highest def activity. Players with decent defending skill should be on top here. When attackers or midfielders with low defending skills have a high percentage, they are more likely to get cards in general.
I'm not sure how offensive activity is calculated, I assume it's ball possession. If your strikers have very low percentages, they're probably marked and won't get that much opportunities and you might want to adjust their positioning. Free wingers will automatically get rather high percentages due to their runs on the sideline. I'd make sure that my best playmakers and strikers have the highest values here, so I get as much chances and the most dangerous as possible.
Btw here's a funny example of a first cup round match of mine in which I played with a single striker who got 42% off and 84% def activity (he always tackled the opponents after kickoff). Due to this tackles his rating was very low (64 instead of 80+). Match

When a player runs towards a rival who controls the ball is defensive activity, too, even he don't touch the ball. So:
