I have a player with at least 3 seasons with low form? Is that a bug, or can the player stay his entire career with low form?

No bug, just bad luck. I have also such player. Last time good or higher form was juli 2012.

I've had a world class player who was in low form (0-5) from 19-24 yo, which is cca 6 seasons..It's just bad luck..

whats the thing about bringing on players in last few mins of U21 games. where they dont get recognised for playing in the match if they have below certain %

it's a bug that exist from the begin in of sokker!
the form may change when the paler is sold. you may try to put him on TL and cancel it in a moment. we did like this before, sometime it helps

how % likely is that a player who makes 2 fouls in total in his 2 matches gets a red card for both foul? and how % likely is that if your team makes 3 fouls in total in one match 3 of your players will get red card?

one team who would be leading estonian top league has had 5 red cards and 3 injuries in his last 3 games. seems like an epic unluck.

well in the RL game can be up to 30 or 40 fouls par match so since that cannot be replicated in sokker it is normal to have them less (match shrinkeg from 90 minutes to 20 minutes) and there for with severe consequences. So imagine they only show key fouls like in football manager :) (there too if U watch game in key and even extended mode U can see after 2-3 fouls to get 2 or 3 bookings...). same with injuries.

will be ever solved problem with tactics in case of using previous setting? Is it really so big problem?

Don't know if it will ever be solved, I hope so. The bug has been posted on the test server a number of times, also by me. And the DEVs did change a few things because the bug isn't the same as it was at the beginning.
