I just copied a part of the rules:
"Experience:
Experience is gained by playing matches. The experience level depends on the number of matches played, the percentage of activity during the matches, and the type of the match (friendly, official, national team). Players at lower levels of experience will increase the skill faster than players with higher levels.
Depending on their experience level, defenders could slightly block, or at least slow down, their opponents while running to the ball. However, they will not be able to block while heading duels."
According to the rules, experience is a very important skill for defenders. However I have observed that players with higher experience are more efficient than plazers with lower experience.
This has nothing to do with faster raise of other skills / I don't know if they are affected.

Guess your english is not good either... look at what he writes about General in same section:
- Generall training doesn´t influence the skills (it does, but it is less than 10% of the individual training on the trained skill and depends also on the skills of the main coach )

But they way you write that section, you write that exp does affect training...
Placing a player up for sale involves a transfer fee of 2.5% of the starting price. After the transfer, the seller has to pay tax of 5% on the received price. If the player is not originally from your team and is aged 23 or under, then a further 5% of the received price will go to his original club.

It used to be 4% tax and 5% youthrevenue, it is changed a couple of years ago when the 4% for placing up players was changed in 2.5%

- The charge for setting a minimum starting bid on listing a player to the Transfer List is now reduced from 4% to 2.5%, but the tax upon selling the player has been increased from 4% to 5%. We hope more users will use that option to set higher, and safer, minimum starting bids.

I am pretty sure this sentence is only about the skill 'levels of experience' and not overall skills.
About the linear or not, as was mentioned in a previous post, this sentence also implies gaining skills is not linear, or at least the skill experience, but I assume the same goes for all skills.

For every next skill-level you need 12,5% more time. This is the non-linear formula for the skill growth.

if my player plays full nt match + full friendly, he does get 100% training right?
No, more like 90%. Perhaps even slightly less. Only 2 official matches are 100%
Nobody knows for sure obviously. Only the second part of my answer is confirmed
