Hmmm but maybe assuming that pots are calculated according to this part of rules:
Only the 32 best teams qualify for the finals, according to:
1. Final standing in the qualification group
2. Points in the qualification group
3. Goals scored
4. Goals conceded
5. The number of victories
6. Ranking points at the time of the draw.

It could be that Hrvatska with 2800 rank is below Azerbaycan with 2300 rank.

Stats from the qualifying round:
2. Azərbaycan U21 10 7 1 2 50-7 22
2. Hrvatska U21 10 7 0 3 45-9 21

I think I will assume that standings at the moment of zero round is the ultimate rule.

1. Hellas U21
2. Bulgaria U21
3. Crna Gora U21
4. Magyarország U21

Its starting table with 0 games and same statistic parameters...

Hellas was pot 1...Hungary was pot 4... but Hungary has most rank points

Indeed, it looks like statistics and standings in qualifying group stage are the key in case of WC. I think that only confirms that my idea from my post above is right. Thank You all for help and examples.

Will there be friendlies? I thought banned coach cannot accept match invitations, so there would be no matches and no ranking changes for Paraguay U21 after WC.
