what happens if I dont promote or dissmiss my juniors?

They stay in junior school next seson

Since their 20th birthday, when they promote to the first team automatically.

You can better let the players you can't train in the juniorschool and promote the players you can train. I train creativity, position and winger and i have let 2 attackers in the juniorschool and promoted the rest.

Well, i think semis is possible, WC will be only after next season, in that time Romania should have a lot great 18y players :)
