the difference is that cow consume pasture made from plants where carbon derive from atmospheric CO2 thanks to fotosynthesis
net emision is zero
car consume a fuel made from oil wich was made milions of years ago and locked deep in the rocks, and since then this carbon was unavailable to surface carbon cycles
net emision isn't zero - it gives surplus
surplus of this carbon acumulates in atmosphere and plants (and genarally biosphere) are unable to cope with all of it!

Apparently, you know a lot about the subject: but isn't the net emission of the cow itself more then zero? I mean, if the cow wasn't there, the CO2 wouldn't be in the air. ( It's a question, I don't know )
to be honest it's not totally zero but only because in cows production You need to use fuel to agricultural machinery, transport, usage of energy etc...

even so slight change like converting beef to chikens in diet would decrease Your carbon foot print significantly
