I don´t feel spanish,but that´s not the fact.Club pays,club decides.
I edit:a example of the spanish team,Asenjo,he didn´t want to go to this WC because he preffered to help Atletico and he has played with the U-21 team,so he thought it wasn´t logical to go with the U-20.Bojan also has played with the normal.
This WC is to "discover" new talents,not to fuck teams.

The U20 WC is delayed because of the Confederation Cup - that's why this is not in the official FIFA schedule.
If clubs don't like the rules, they can always de-affiliate from FIFA, UEFA, etc, and make their own associations and play their own tournaments.
Problem, of course, is that clubs want money, money come from fans, and fans want... National Teams! And, more important, that's what players want to: to win a World Cup.
Of course, there are those players who rank clubs above NTs, but that makes them pure crap, so who cares about them anyway? :P

It's a business and we the customers demand official FIFA, UEFA, LFP, etc matches, so clubs, in doing business, are interested in participating in these tournaments. To be allowed to participate, they must accept soem rules, made by LFP, UEFA, etc. Among those rules are the rules that say that players (workers) should be released for official NT matches.
So: the team decid ewhetehr tehy accept FIFA rules (and join FIFA competitions) or not (and don't play FIFA competitions). Once they agree to these rules, there's nothing to decide: they must just follow the rules.
Just as a company who wants to do business in Spain must obey Spanish laws. It cant's just say that they accept everything and, ocne it is operating, claim that they pay teh workers so tehy do whatever tehy want, legal or not. This is the same: players are workers, not slaves, , and teams only decide those things that the rules say they decide. If that's not good enough for some club, fine, then that club should leave FIFa and go do business somewhere else - I bet it won't be as profitable...

There are some rules,but that don´t mean that they are stupid and they could be change according with all.
Of course, one thing is rules as they are, another thins is rules "as they should be". Personally, I like NT enforcing, but you (and/or clubs) can disagree and struggle for a change. But in addition to that, clubs can also leave the federation if the disagreement is sufficiently important.

Well, I don't know if RFEF has the power to force clubs to release players (although it surely can "persuade" teams...). Other federations, apparently, left that to clubs' discretion.

Yes, but they don't read this :P Actually, I meant they are bad players, since they may have talent but no heart, in my opinion. It's just a point of view ;)
About playing in more than 1 NT: for us is quite common to see youn gplayers in the U-20 squad and, if they're that good, aalso in the senior NT simultaneously, although in general they don't get to senior NT that young (but Messi did, for isntance, and I'm not sure about Agüero, at least for a friendly).
Again, they can't refuse to play with juniors if they are only interested in senior NT, as Higuaín did, but we won't like that either :P

In Spain,is obligatory to go to the NT if they are required.Some players say the have "injuries" to not go.But if a player is in perfect conditions he has to go.If they don´t,they punish the player with money and also they can make that player not play anymore in spanish competitions.

Well, but that's to escape from one particular match. But if you appear on TV saying "to be honest, I don't want to play in NT, ever", then tehy will not even ask you :P
