Hmm. Are you sure it's not in Buenos Aires? When searching for 'malvinas war monument' you get quite a few hits from a very similar looking place, which according to most (all?) is placed in B.A.
The outline of the Falkland Islands/Islas Malvinas? Already spotted that a long time ago :) You do know that there live about 2000 people on those islands. The photo is definitely not from there. I'd say it rather looks a lot like this place http://members.virtualtourist.com/m/p/m/1bc2ef/.

It's a monument over the fallen soldiers from Argentina during the Falkland War in 1982 against Great Britain :)
