It is. It's the Ayahtollah Khomeni Shrine (that's where he's buried). Even though he died in 1989, I believe, it wasn't finished when I visited in 2007. In fact as you can see it somehow can remind one of an airport hangar, especially on the inside. Bizarrely, it was a much visited place by Iranian school classes where the children where taught to cry upon entering the hall where he is situated.
