Hmm no one before the foundation of Belgium cannot be considered 'Belgian' as there is not such a thing as the Belgian nation, Belgium is inhabited by the Flemish and the Vallonians (and quite a few others recently as well)

If you mean Eupen, Sank Vith and Malmedy they were part of the 17 provinces (the ancestor of belgium and holland) from the 15-18th century

We call Vesalius, Mercator, Stevin,.. belgians because they were born in cities that are nowadays belgian..
