No, he is belgan and most belgans speak frence, twonk. :(

there are 2 well actually 3 parts in belgium, one flemmish (dutch part(vlaanderen)), one part is french("Wallonië") and a very little part is german.

most belgians speak dutch(flemmish), but almost all the flemmish know how to speak french, the people from "wallonië" should know to speak flemmish but most of them don't really care.

btw the flemmish know several languages: english, dutch, deutsch and french
