I'm writing an article for my website about the Caribbean island of Saint-Barthélemy. However, I'm a little confused about the way the French govern such places.

I understand that Saint-Barthélemy is an overseas collectivity of France (Collectivité de Saint-Barthélemy). What I don't quite understand is the nature of a collectivités d'outre-mer. Are they "lower" than a département d’outre-mer in rank? I think so? Anyway, what I'm wondering is this: does Saint-Barthélemy form part of the overseas department of Guadeloupe or does it have nothing to with Guadeloupe at all other than being close to one another?

The reason I ask is that I have put the Saint-Barthélemy article as a sub-page in the Gudeloupe section of my site. I'm thinking that maybe it should have it's own section? Or does it make sense to put it in the Guadeloupe & Dependencies section?

Nevermind, figured it out.

Found out about the 2003 vote, that separated them from Guadeloupe.
