There is definately a way to turn it off. There's also a setting to have it turned off automatically whenever a mouse is plugged in as far as I remember.

You need to reach the touchpad driver settings.

In Windows, try through Control Panel. If you have Vista, you'll find "Mouse" listed below the "Hardware and sound" section. In my case, I have a "Touchpad" tab leading to the touchpad driver settings, when I can switch it on/off and also enable the "auto-off when a mouse is detected".
If you have XP or newer widnows with "Classic view" Control Panel, you will also find a "mouse" section there, leading to the same screens.

As to how to get there to begin with, Windows key plus the arrows should be enough :P

on my laptop if i double click in the corners of the touchpad it turns on/off , try that mybe it works :)

I have to admit that langhe was right, I "broke" it:) I had to use my bro´s laptop one day and it "died" for a second. Nothing worked for a second and I clicked on random keys on the keyboard. So accidentally turned tap thing off. I fixed it few days ago, google was a big help as always.
