Good reasoning. Because those people suffered under an authoritarian communist regime (for which they didn't chose), they shouldn't say how a country should be ran.

There were no democratic elections in Eastern Europe after 1945.

But even if there were. The Polish, Czechs, ... were still financially responsible for what their governments did. Even if those governments were installed undemocratically (with the help of the Soviet Union).
