Strange conclusion. Crimea has never been inhabited by (ethnic) Ukrainians.
:-] Kievian Rus were the first 'russians' in Crimea in the 9th century as far as we know, first russians overall. But in a way your are right they both hold the same history as their own. Kievian Rus was current Russia too. Its more Kievian than Moscovy if you prefer, still it was mostly Ottoman Turkish, or Khazar never really "russian through centuries" as Putin presented it recently, when stealing it of the actual kievian rus succesors=Ukraine.
Grand duchy of Moscow, which is the main ancestor of current Russia was nowhere near Crimea originally, before the russian empire or soviet union.

The reality is that the world did not make any significant sanctions, just some political and funny limits.
And if the world would really suppose that case Crimea is the problem, they would made much tough sanctions, but actually the world suppose that Crimea still is and was in Russian territory of interests so they dont care.

But the world had to do something just for plebs and western TV watcher, so G8 and some personal limits are here... that is all :-)
