It's on Rossiya 1, so yes, it's probably just Russian propaganda. I haven't seen anything about this in this context from other sources. Instead I hear about Ukrainian government creating corridors for civilians fleeing the cities.

Yes, that's what I was trying to refer to.
1) Ukraine has a policy that most armed rebels get amnesty, if they give in their weapons. But they won't give amnesty to those who committed abductions and murders.
2) Ukraine has to get ready for civilians fleeing the place. Probably "people will be resettled" means this, and maybe he says, they'll be looking for the criminals among the fleeing civilians too. Because if you think about it, there will be corridors to Russia too, and the abducters could easily use it as an escape route.

Of course a channel called anti-Maidan (I wonder which side's propaganda is that), can cut out half minute from an interview, so out of the context they can make it look like the evil Ukrainians are planning to make a "pro-Russian holocaust" or something. Pathetic attempt.
