The upper picture seems to me like a gas blast or something. That could be caused by anything.
this was caused by taking everything metal from a building for selling into purchase of secondary raw materials to buy an alcohol and some cheap drugs (chemical glues, etc.)
they never paid rent and energy in old places and nobody is such a fool to believe, now they will :)
and they are able to make there "home made fire oven" after they sell all radiators as raw material for money....
btw.. France prohibit veiling of face - so I think we have bigger problems with human right in EU :-(

I don't know the whole situation but when I look at that first building I think it's more to blame on your government they let Slovakians live like this. I don't see any building in the Netherlands like that while people living in it, doesn't matter who they are. It won't be allowed.
And about the new yellow building, I can't see from the outside how good it is for permanent housing, but it looks way better as the first 1 ;).
It looks a bit like the cheap buildings that are build for mostly students in the Netherlands: containerhousing

Charles charles... you know nothing.....
Also in your state must be some building waiting for demolition.
and now what will your state do if some gypsis will start to live there without allowance..?? you can not demolish it than, you can not move them (you must first build new flats and give it to them for free of course)
(and rest of people, which are paying taxes can not obtain just loan for houses... this is reality)

of course the yellow building is way better than the old one. Vsetkovklude's point is, i suppose, that they got the new building for free. They didn't have to pay a single euro. Ale they had to do is destroy they current flats and they'll get some new afterwards. Just put 'Lunik IX' in your search engine so you'll see how do they live in our country...
In your country, you´ll get a 2-4 rooms flat for free? They got fully new flats about 20 years ago, but after this time, they are asking for a new one, because there is not able to live in older...after 20 years of not paying an single € because they are social cases...gypsy family of 5-6 members takes social benefits of 80% salary in a normal Slovak family (3-4 members)
policeman, ambulances are frightened going to that neighbourhood.... LUNIK IX - Kosice.
Just tourists are going there :-(
Look on this, this is not funny..!! they all have got flats for free.. and what they did ? Sold windows, sold doors, sold everything what is not made from concrete :-(
How can you help them, tell us, teach us :-) !

OFCOURSE the government has to build enough housing before they start destroying other buildings, you can't do it the other way around :P And the Dutch government found a way these old buildings won't be occupied by people they don't want in, they rent these old apartments and other building temporarily (from months to a few years) to students for a very low rent. So again, blame your government they don't look at Europe for better solutions, we already have it.
To be clear. I just want to tell, that this is not the right way to deal with them. At this time they just got free stuff for doing nothing. That's just wrong in my opinion. They have to be motivated. But it's quite more complicated than you probably think, because even themselves think they have no chance to get a job and they are supposed to live at the edge of society.
you have nothing solved... they wanted to migrate to western EU but all states send them back in flights... so dont tell me more, we are trying to solve this you are just moving them out of your country.
You must remember what france did couple of months ago with gypsies :-( !!!!

Stay out of Brussels! ;-)
About the gypsies: for me, if someone isn't searching for a job in an active way (if they are healthy to work of course), the guy doesn't deserve to get anything by the state. So you should force them out of the buildings that are supposed to be demolished. And if they can't take care of their children, the children should be placed in other families.
I hear a lot of problems with those people in Eastern Europe, but for us Western Europeans - or at least for me -, it's hard to understand; we don't have them around here, and it's hard to find some neutral reportage about them.
