can someone tell me why Internet speed in Romania is so fast?

Because they have alot of IT guys because of the strong mathematics backround from Soviet era. And also no regulations by government on business level so everyone can offer whatever they want at whatever price they want.

Why didn't these IT guys move to Western Europe? Are they paid so much in Romania?

Probably more than average romanian so they are doing fine, thus dont wanna leave their home/family etc
