Acta is a guideline ... its up to the countries themselves to decide whether or not or they implement it ... ?

yup, I don't understand most of it but it was announced for today..

One of Polish europarliament members said today that he didn't know that he voted for ACTA.

He said that he usually doesn't know what he is voting for/against, he just does what someone tells him to do and other members of europarliament do the same thing regularly.
