And this article shows that hooliganism is stil a much bigger problem in the country that actually invented it. And the following part of the article shows why the English are very interested in showing simmilar problems in other countries in an exagerated light:

Some people might actually do just that, you know. Not blinded by nationalism and backed up by solid, actual research. You're just about as believable as someone who says it doesn't rain often in the Netherlands because he just had a sunny day. All you guys do is come up with single experiences (most of which I strongly suspect of being pure fantasy). Take for example the gay parade without a single homophobic remark. Just not going to happen in a strongly Catholic country where even the political leaders express strong resentment towards homosexuality.
Look, with that statistic you gave us (rapes), you cannot state anything about how the Belgian government handles the problem.
With how the Polish and Ukrainian FA seem to react on the racism and intolerance issues in football (which happens everywhere), one can point at them and say that they don't do enough against those problems.
That's it. I don't want to blame the Polish and Ukrainian people for that, I blame their FA's. If they have a problem with that, that's their (nationalistic) problem. It's not because I disapprove how their FA's are working, that I disapprove their societies, their culture or their people. And yes, it does seem that such basic - I'd even say stupid - nationalism is way stronger in Eastern Europe than it is in Western Europe. We have a saying in Croatia: "The dog doesn’t bark because of the village. He barks because of himself." So again, the English adress this "Polish" and "Ukrainian" problem because of themselves. They also have the hooligan itch. Also, they are running for WC 2018 and Russia is their toughest opponent. Do you really think that these authors are perfectly objective and don't care one single bit about whether they will watch WC at home or travel to "hostile and racistic" Russia? They have a clear conflict of interests to make objective analysis.
And of course that the English are tackling this problem much better than in Eastern Europe. They have started it, have it for a longer time and they have more resources to deal with it. Yes, Eastern Europe is well behind in tackling this issue. Good point, captain Obvious!

When you get out of prison, it's quite understandable that you will party more than an average person until your memories of prison fade away a little.
That reminds me of another Croatian saying: "The well fed doesn't believe the hungry." You have to first understand the position of people you are trying to give advice. Otherwise, you will only make obvious and annoying advice. "They don't have bread? Let them eat cake!"

Why mention it if you don't want to imply something did not happen? After all, that is exactly what is usually implied with statements like this. 'I was there, but didn't see/hear/smell [it].' There really is but one meaning. It didn't happen. So, once again, why mention it? As a rhetorical trick? To suggest nothing bad happened, but with complete deniability if someone would ask questions?

I know quite a number of otherwise smart, good people who took a very long time to see the ugly truth about their country of origin. Hell, my former gf - with whom I'm still very good friends - was blatantly racist and antisemitist. It took a while for her to recognise and understand why it's wrong. She had grown up like that in Russia. To her, it was normal. Just like it was normal to call Poles inferior Russians who speak bastard Russian. I made her see the error of her ways. Why?
