Allthough the clubs in the Netherlands would never have allowed this banner in the stadium, I do not think the Dutch government or state prosecuter would have taken action either.
It shows a huge lack of respect, but that does not mean using the word "Jihad" is against the law per se.

(Besides that responsibility for public order is mainly with the Major and not the national government....)

Like I said, it's not always the truth that matters. I know Jihad is not 'holy war' like some people think, but that doesn't matter. It's about respect for your opponents. Using a banner with 'Jihad Legia' against an Israeli team or using a banner of communism against a Polish team is a total lack of respect and should not be tolerated in football stadiums. Simple.
