No, I am saying that he uses both his arm and chest to control the ball, so it's a hand ball. It's not because it's Iniesta that it's suddenly allowed to use your arm when controlling the ball. It's very clear in the picture that he prevents the ball from bouncing of his chest by stretching his arm, so it's a hand ball. I'm not saying he's doing it on purpose, but he uses his arm to keep control of the ball.
Shoulders are allowed to touch the ball so you could argue that he is using part of his shoulder to control the ball. Great technique!
