The kinda bad decision Arsenal and possibly Wenger made was to go on with the new stadium building process in the 2000´s after they did not get money from the government. This meant Arsenal lost 4-5 of their stars directly and probably a few others in next years and with the new money that was pumped into Premier clubs at pretty much the same time and gathering of all the stars it was already very difficult to find any quality players and i think even more importantly quality staff. They had to restructure the club and hire mostly youth staff. You cant really train with money, no matter how much owners have, you need skilled trainers and oil-rich newcomers had gathered most of them already by that time.
I think Wenger has done quite spectaculary by buying mostly only 20 year olds due to their club structure. Last few years they have gone and done some big transfers aswell and i think it kinda has worked. Im confident that we will see a trophy winning Arsenal in at least 3-4 years tops.

If you look the France first minutes, they were attending in they half the Icelands. That made the difference in the match against England because Iceland doesn't have creative players and they can only defend and do counter attack.
Luckly France find the goal early but the mental attitude "Ok, let them play, grab the ball and counter attack" was the best option in a match like that

You can talk all about the Premier League moguls, but these rich teams fail and show close to nothing in Champions League, including Arsenal. When was the last time Arsenal reached quarter-final? I believe it was 7 years ago?

Premier league teams are in a win-win situation.
they can lose game, qualification, trophies without loosing the enormous flow of money they get..

I don't really believe so. On the contrary. The clubs and players make such good money that they have no desire for fishy business with Asians.
Poor Spanish and Italian clubs, especially from 2nd league...they do have the desire to fix matches with Asians.

For example: ARSENE WENGER has been warned his transfer budget for the summer cannot exceed £54.1million. link here That's a joke, Chelski sometimes spends more money on a single fail-player. Look at Utd, Van Gaal has changed the entire team, now Mourinho will probably do the same.
Meanwhile City and Utd gets 200mil pounds transfer budget link and Conte "only" 77.3 mil link which is not a big surprise since Chelsky already has many players.

"It has to be in respect of a balanced budget, we have resources but the problem is finding players.
As for Manchester United. They have spent 140m euro last season, but they also SOLD for over 100m euro. So they actually spent only 40m. Less than Wenger paid for Xhaka.
In season 14/15 Wenger spent 120m euro and got only 25m. So he spent almost 100 millions. That's a low budget, LOL
Last season he admitted he had the money but couldn't bring in the players that he wanted. So it's his fault, not the budget's.
Anyway, look at Leicester. Look at less rich teams in champions league, like Borussia Dortmund, Juventus or Atletico that reach the final of Champions League. They don't spend big and yet they have much better results than Wenger's Arsenal.

Ok fellows, i rest my case. Losing 100m in 11 years transfers is zero for a top-team in Premier League. Imho Wenger is not overrated at all, he is an old-school manager who also cares about money.
