It's good idea I think. Maybe we should do a list. The person who will be on this list must:
-vote every day :)
-when he got a plus he must do a link to voting in his newspaper(?? jezeli to jest zle to prosze polaka o poprawienie bo nie wiem jak inaczej moze byc gazeta)
-do the topic with link to voting in his national forum

Bad idea. It's peoples free will that she vote, you can't say what the should do.
Anyway...how will you know who voted, and who haven't?
