Random is in order to don't get easy favouritisms.
I personally think taht a random between existing number of nations (1/98) is the most interesting one. This randomness can slowly increase all countries in a right proportionality. A powefull club is who can make this, so he can "wait" for the desired nationality.

Yes, main idea is 1 junior change his home nationality by another one, but still is the same junior.
