It's an interesting idea, but I would only find it interesting for certain skills.

As said, for Defenders there are only 2 main skills, for Strikers only 3, and for Midfielders there are 4. It's easy to see how the Midfield will show the most difference between top teams.

So you could create extra levels for Striking and Defending, or you could slow those two down in training.
The first option may be better and more fun for experienced managers, but the last option would be much easier to implement.

well, the midfielders are so stupid in the actual engine that I wouldn't say it makes the difference too much...

But i must disagree with myself..... i tried having a 76+ mark team now and won danish cup (and was close to breaking Niløse´s strike last season).... and my best midfielder i ever had was only 16-17-17-15-14..... also i first reached my first triple divine striker this season..... and it is still impossible to make real madrid team in here and keep it for several seasons (18-18 defs with 13+ avg. sideskills, 16,5x5 midfielders and 3x18 strikers with 12 secondaries)

If it was implemented, it would cost a lot on the secondary training, and that would make games less watchable....

I think it's the other way around: players are too specialized. Every NT has 3x17 strikers or 2x17 defenders. So? They still suck at everything else, with few exceptions, limiting a lot what you can do from a tactical point of view. Making it harder to reach top levels in main skills will only produce worse players in terms of side-skills. The only "specialization" would be how much they suck in the main skills now.
What can make the game more fun is to have more versatile players, and diversity in which kind of versatility they have. Like defenders that make good def-mids, strikers that can play-make a bit, wings with scoring... And then a clear control of their behavior by setting the orders (att-mid-etc, which perhaps could be expanded but not much, and always with a clear definition of which behavior to expect).

I see this idea for the first time but must admit that it is one of the very few good ones.

EDIT: I read Your newest post now and see Your point, but if - apart from this - also gap between lowest skill values would be reduced (mean tragic would be so tragic) this could be very good addition.

I agree the most with your edit. The lowest skills are way too low. Most six year olds do not play as stupid as players with skills below adequate in sokker ;)
