Subject: [idea] New National Cup System.

2 changes:
1. Delete all BOT teams of the competition, whatever their divisions is.
2. Instead of being the largest exponential possible, I think that this number can be the bigger doing the "50 + 2^n" number possible of users in the country. Being this 50 teams the best 50 in the ranking who will enter after on the competition.

1. Seems like a simple and good idea. League structures are more complicated, but what are bots for in a cup? We could maybe keep the minimum bots needed to fill the 2^n number of teams, so we don't get different number of rounds for different teams.
2. I didn't vote for this because I didn't get it :P If you start with 2^n teams, how will the other 50 enter without breaking the path to the final? Some form of "rank-based waiver" could be implemented, though, as a way to drop more bots from the cup in countries where the number of human users is not exactly 2^n (almost everywhere :P). We just need to be precise on how to add these teams later, and try to keep it as compatible with the current system as possible (so even a very lazy dev can implement it :P).

I'm wrong. Its 48 the number.
