Its a simple and fair idea to turn World Cup more difficult for large countries.
Before the first game, the coach of NT have to call your squad with 23 players, that could not be changed, just in case of injured in club match game.

I like the idea, but think 23 is a low number (compared to real life, there is no injury at clubs there at same time)
