I guess "no player" means that you already had three subsitutions and since you had no players on the bench, nothing happened.
I'm 99.9 % sure that I was previously in situation where my def got injured with empty bench and CO worked as planned, moving MID to an empty position.
Are You sure that this order was used in match commands for this match?
It should works for me in this situation ;]

Sure, but what I meant is, that maybe this only works, when all three substitutions have been done, because bringing in a substitute for an injured player is chosen before using an outfield player. When the keeper was injured, the engine tried to bring in the (non-existent) keeper from the bench, because that was theoretically still possible (less than 3 subs done).

yes, I'm 100% sure, I've double checked it before the match and if I choose the same lineup from setup archieve from my next match, same CO is loaded.

Like I've said, it's not the first time I was using orders like this (because it's much less painfull for me not to have any substitues than risking injury of a def who would be replacement with garbage player from the bench) and it worked well when def was injured and has to leave the field.

But have you used for keeper?
As far as I remember, since the first moment they introduced conditional orders, sending field players to GK position has never worked. You can substitute the keeper, but swapping GK and field players (or sending field players to empty goal after red card) was simply not possible.

well, now You reminded me that when COs were introduced, some people exploited it by sending 10 players to the keeper spot by not fielding a keeper and having COs for all players to move to position 1 in case there is no player. Guessing that feature I've experienced this weekend was a quick fix to a mentioned bug (link) because writing few extra lines of code to make it work as originally intended was to much job for the devs.
