If the teams have not played the same competition I agree. But two teams from the same owner playing the same competition is a big problem.
Second teams should be open for all or no one, or else it would indeed be unfair.
A serious problem, I don't want the Dutch competition to become half Polish, and the Dutch forum to become half Polish ;)
And only be able to start a second team in your own country is also a problem when 2 teams of the same owner will be 1 and 2 for national champion and 1 and 2 in cup final. That's not a positive thing to happen.
That's why I think 1 large world competition for second teams would be nice. Play matches in leagues against managers from all over the world :)
EDIT: and hopefully a new division structure will be implemented asap.

Who pays the plus is the right to have more options.
You could establish rules.
For example, decide to give the opportunity to create a new team only in countries where there are few active users

Exactly in my idea it's another team ONLY in another country. Two teams in the same country are not allowed.
I don't see anything to implement: what's needed is a database (or Excel) with users and teams allowed (white list) and that's it.
When someone from the staff find a manager with two teams just have to check the "white list", if the manager is allowed (have that Plus feature) shouldn't be banned.
In case of a mistake user can write to admins to get the teams back
I don't see any new software implementation needed, just introducing a new Plus and more work for Admins and Mods.

The only normal and realistic solution is the one Charles Hill sugest, cos this is not brainless Hattrick. Inplementing the 2.nd team as suggested Imann is against soccer basic rule and would be contra-productive cos would increase the cashflow in game in general and that way the prise of players on transfer market so that way would increase the gap between old and new players.

With your point of view you go to break one of basic rules of sokker...that way you would ruin small countries, cos there is no devotion to national team, or to be more precise, the sale and training of quality players from youth team would be out of control in terms of national interest. Also this can affect on election for NT coach, cos you would have NT coach from Poland, Italy, Romania... All small communities are against such thing(think all are against this except Italy, Poland and Romania)

for elections of course one owner will have one vote but this will reqire development as i said with current progress of development is unrealistic. hope im wrong

In 2-3 seasons there is the possibility your two teams play in the same division. What will be the result in this match (your team A vs your team B);
b) You can "buy" the right to have a second team somewhere else on the Sokker world
Is this fair; Plus users will have the right for two teams. And of course plus users will have the right for two votes in elections. Totally unfair in my opinion.
Anyway, in my opinion is not a good idea.
