In order to make this wonderful game more dynamic, I think that ALL promotions and relegations should be direct, without play-offs and play-outs. Simply: 1 promotion to the upper series and 4 relegations to the lower ones. And (why not?) fifteen turns for season, instead of sixteen.
In this way, even remaining in the same group, only three teams will be the same of the previous season; who will arrive at the first place, surely will receive the promotion as a prize; in the last turns of the season, the fight to avoid the relegation will be more interesting and full of adrenaline.

I think better not. Giving the 'prize' of automatic promotion to the best 1/4 is more than enough.

Of the 3/4 of no-so-bests, if a team is unable to overcome in the field a rival of the new tier it pretends to jump in, then that team should not be considered deserving of promoting. Also, forcing to relegate a team which due to injuries, player renovation, or bad luck, ends 5th, tied to points with the 4th, would be completely unfair.

So, giving both teams a chance seems the best, or at least more unbiased, option.

All of the above imho, of course.

Teams of a superior level gain more money than teams of an inferior one. With the actual system, it's easier for the first ones win against the second ones. Everyway, I think that a first place should be prized.
