Yeah, prior to reading about one of the other countries, I'd assume you are correct.

Although you could certainly cut number of leagues in bottom divisions in half in a lot of cases, which I think actually leads to a better promotion/relegation system anyway (I think 2nd places having a chance at promoting is a lot more appealing, because sometimes teams just get stuck behind a crazy skilled person who either can't win a playoff, or is unwilling to win a playoff).
