Unfortunately, your case isn't a bug, just a chain of very sensitive commands.
Switching positions require both players on the field at exact moment when command is set, but for that to happen, game had to stop before swap command occur, but it isn't!
It happened to me many times though I am using 5 min gap between any potential chain commands ...
Possible solution: positions physical swap, regardless the player, was the sub made or anything related bit for that to happen, whole Orders system would have to be changed so - no way to happen! :)

Obviously, there are alternatives to achieve the same result. The main problem is that the events I created were expected to work, and people don't guess that they won't work, even though they present correct logic.
The fact that there are alternatives that allow the bug to be circumvented does not prevent it from being called a bug, because the logic was correct, and the event was not executed.
At the very least, if the developers do not improve the events, they can provide some text to add to the Game Manual, to allow users to avoid these bugs, so that they know they have to follow an alternative.

You dont want understand. It's clear.
You give an order for a player to switch with another who is possible not on the grass.
It's not a bug. You do it whatever you know it could not happen as you project.
You had to swich the tactic and after that, you can switch yours players places.
Then move will be surely made but the risk is than during few minutes, some player play in a unexpected position, until your desired substitution become effective.

You're the one who always wants to defend the indefensible.
I created an event to make a substitution in one minute and change players in the next minute. This works well in all managers... except Sokker. And I've accepted that there are alternatives that can do the same thing and will work in Sokker... but we users aren't fortune tellers who can know that a set of events with the correct logic won't work. The events in Sokker are poorly implemented! That's a fact! And it would be better for you to admit it instead of following the strategy that all winners follow... which is to defend Sokker at all times.

They worked as intended by the game and the developpers. You could made an ''idea'' to change the order mechanics with things like
- up to minute x
- at minute x
- from minute x
So you could adjust every order with one of the above extra mechanics so you could manage the timing of the order event and how it should be interpreted.
But stating this is a bug and it should have worked is just you being ignorant.
You cannot say f.e. that you're driving through a green light when it was red, stating that it should have been green because there were no cars coming from the other side...
