i'd say a bit of both with your level of available finances. Personally, i keep anyone average + and fire anyone that has 6 or more weeks talent.

there was reportedly a divine pull not so long ago, can't remember the country, and that was the first one ever i think.

ideally you should keep a spreadsheet of when the players pop, but some manager programs do this for you. This lets you find out the talent of the junior, and almost more managers pay more if they know the junior is talented.

When Barhilo says "6 weeks", I believe he is referring to 6 week talent - ie., 6 weeks between level improvements.

I'd also recommend starting a spreadsheet for your youths. Keep track of how many weeks there are between "pops". This represents their talent, and is an important factor in determining if they should be kept or not.

but i dont know what the skill of general count for when they re pull
for example what are skills a solid junior when he is pulled
and if i have this one

average technique,
weak passing,
tragic keeper

adequate playmaker
