I have been watching Lynch. If he is called up this season, it would be for the Dominican Republic match (2 weeks).

is there any U21 or U19 for him?

There has been some discussion about implementing official youth teams, but I don't think it's iminent. Currently any "U21" type games are unofficial agreements between NT managers.
