It is random at the point of click, as when players have been pulled twice as a bug they have different skills. The fact you've never had a keeper pull is simply down to luck and nothing else.

ok thats pretty wierd i have never had a keeper, is the skills distribution somewhat more specific for a keeper? If my magical came out as a keeper could he have like incredible keeper skill?

I think excellent is the max skill level a player can start with - certainly never seen higher

don't know if it's possible to pull a high sub-level excellent though?

Nothing higher than excellent is possible for a single skill but sub levels are. You can have a pop to formidable in a week.

So if you had a divine youth product or just below they would most likely come out with like 3-4 excellent stats then?

Unless the stamina and keeper fairies get them!

Still depends on the spread. A divine pull from today looked like this:

average stamina, weak keeper
very good pace, very good defender
solid technique, very good playmaker
solid passing, very good striker

Clearly, but I couldn't answer that question without doing a bit of research. Research which is as readily available to me as it is to the question asker.
