I would make him a striker and that extra defense would pay off just as a bonus :)

For a defender he needs loads of passing and pm besides the further development of technique, def and pace...for PM ...passing...so the easy choice would be striker...in my opinion any ways!

Whatever you turn him into, you will need to give him pace and technique. So you might as well train those 2 while you decide what to do with him.

Tbh, I wouldn't take much notice of his passing if you want to have him as a defender but I don't like his low PM, therefore, for the moment I would agree with qstarw's assessment of him and look to make him a forward.
