I'd suggest getting striker training on him as well if you want to turn a profit. But training pace alone won't really help(unless you're going to like Outstanding+ pace.)

a 3x excellent striker @ 20 isn't out of the question to be honest. That's what I'd aim to do with him at least.

My team needs pace - and only for one/ one and a half seasons - then its either striker, defence, or tech. I'll cross the hurdle when I get there.

Even with low market as it is now, its a bargain.

Only if hes talented. If hes average, he will not make it to 3XExcellent or Excellent/Formidable at 20, which when I'll be selling him, a more talented 18yo is waiting, pity he is injured.

I sell less talented players after 4-5 weeks when I know for sure. Its usually cheaper than keeping them trained, even if sold for lower price.

So far he is just a filler player. Might stay, might not.

Training pace should do the trick depends how long you are training pace for and also watching his speed of improvement as he looks like he could be good buy if trained properly and also if talented then you can decide really whether to switch to train striker or sell. I personally think he would be a good buy for you.
