Unlikely agreed, but impossible, no. You don't know talent, sub-levels or partial training history.
I've just had a quick look at one of my players (a 24yo, about to turn 25) - 21 pops (in 5 skills) in 69 weeks training, (limited only by how far back my graphs go).
So that would be a starting as a lateish 20yo I.e. a year older than this guy, and with 27 more weeks training available to get 5 more pops...
...definitely possible.

He was a 16yo when pulled by the looks of it. Sold for 120k and then sold on again 3-4months later at possibly 17 for 140k. 20k profit in 3 months to a plus user to me doesn't indicate high talent. could be down to poor training, but I highly doubt it at that age.
Add into the eqaution the need to get an 6x unearthly head coach to maximise training and I'm pretty sure we are looking at the impossible.

:) he will be getting first team training as well ;) (as i'm in a weak league, he should be fine.)

Its a long time in life and on this game so don't get caught up in trying to achieve something that's border lining impossible. I'm sure if trained well anyway a nice profit will be in the bag :)

Spend the money on 16/17 year olds if you are set on training long term like this.

I think PM is more important these days, but it's probably his price.
We shall see. If I do get frustrated I'll flog him on pretty quick. Training passing and he's a NT player so the extra income will be nice from gate reciepts.
