No, unclear writing of the highest order combined with inefficient comprehension skills (unless you added that bit about bureacratic incompetence).
I was merely trying to point out the error of UEFA's way in allocating, say, 20% of the available tickets to fans of the two teams playing. And 80% to big wigs. Wrong way round imo.

Luton spent their money chasing promotion to the Premier League, and failed. As have the majority of the 43 other clubs who have been in administration since 1992.
Apart from the ones that're just absolutely broke through plain incompetence and years of running at a loss, with no hope of ever paying off their debts without some dodgy Leeds-esque creditors avoidance and a misguided hope some fool will come and plough money into the club.

I agree with what you're saying though. Forest were financially screwed in the late 90s and it's only through having a half-decent academy and selling, Reid, Jenas, Dawson etc that the debts have been sorted out in recent years. Since then the chairman, who runs the club as a business, seems to have sorted the club out i.e. it's pretty much self-sufficient. Reading-esque surges up the leagues aside (unlikely) without some mad chairman it's championship mid-table finishes in the long term I reckon. That's reality for a lot of clubs - mad rich chairman=premiership, stable management - yo-yo club at best or championship perhaps, financially screwed - going down not to come back in a hurry unless go to mad rich chairman and avoid jail.
