Actually he is developing backwards and thus he was 17 some weeks ago, is 16 now and puberty will start soon.

Well if he is developing backwards and we look at it from a forward view then it will start soon, because he will have puberty for next years (while developing backwards). Of course if you are like him and also develop backwards, then you may have another perspective.
