You'd be better off getting whatever phone you have unlocked and buy a pay as you go SIM from just about anywhere. Both can most likely be done when you get here.
Other than that, phone prices usually vary based on the provider.
What part of the country are you coming to and what lies have you been told?

I don't think that buying a phone abroad is a good idea...why?
1)Price will probably be higher than in Poland
2)There won't be Polish language in it
3)What about guarantee? You'll go to England whenever your phone fails? Plus it'd be harder to sell it later when back in Poland
4)Are you sure that you'll understand every word, or at least all of those important one's? That's quite crucial, no matter what contract you're signing...

Is that all you know?
Are you coming for work, education or something else?
Avoid East Anglia at all costs (tell your friends). It's overrun with people who were duped into working at places for what seemed like high wages. Some then closed leaving the workers hard up and unable to return home.

i think there is a polish language in most nowadays.
you could pick up a cheapo phone with just text and call facilities for a tenner and i think the supermarkets like tesco and asda do some for a fiver.
