Really? I find that hard to believe. Citizen isn't a word I would credit the Soviets for. If I were to hazard an educated guess I'd call it an attempt to bring the French revolutionary values to mind.
Not really, it came into usage after WW II, where the soviets occupied Poland. There was a clear line back then between citizens and 'the people of law' - policemen, judges, but also high ranked members of the One and Only Appropriate Party. Not that I remember those days, but I've seen a lot of movies filmed during those years and it is really visible.
Really interesting. :-) (Sorry, one of my major focus points is Eastern Europe and Russia. Call it professional interest. :P)

He's the best man for the job, probably. Which is why it's irriatating that he won't get the job unless 60% of the country vote for him.
