I continue to disagree.......the manager can request for players....or at most can be given a specific transfer budget and wage budget......but chairman should have final say on ensuring that the manager is controlled. If the chairman simply says "buy whoever you like for whatever" they are a dick.
On he counter side managers are performance paid on results, and get sacked if they lose too many games. They are incentivised to win games and to do that all managers want to be able to sign players, strengthen their squads etc. anyone who has played championship manager knows that. Few managers are sacked for bankrupting clubs. The onus on ensuring hat does not happen is the chairman in limiting funds to a sustainable basis.

Are you suggesting that the chairman should repeat the work that the manager and his scouting staff do? At a minimum, that's the work of two people. Does the chairman really have time to repeat these processes, or should he just trust the guy he's put in place? Repetition might ultimately mean losing a player, don't forget.

No, the chairman should set wage and transfer fund limits for the manager that the club can afford as the primary driver. eg total wage bill cannot exceed £1m per week, net transfer budget for the season (purchases minus sales) = £10m. The manager then operates within that boundary.
And then maybe some process to ensure the manager pays correct market prices would be sensible but thats more complex...and in the case of motto forest when they set that up caused a lot of friction.
