Subject: Skill Select Per Coach Level?

what skills do you have to set at what levels to recruit what leveled coaches?

i know i've seen this before but i can't remember where to find it... i'm trying to recruit a formidable or outstanding coach... to get an affordable one on the waiver wire cost at least 50k... i would have to think that it would be cheaper to recruit one... if anyone knows that'd be appreciated...
