Subject: What's the difference?

So, while I was looking through the rules for the transfer forums, I found a couple of different links. One for Transfers II, and one for Transfers III. I can't figure out the difference, they both seem to have the same basic rules, and they both have recent threads. Any idea?

The listing requirements for II are much less strict than those for III.
