what does the form influence? is the reaction time/ quality of decision (playmaking) or a precision/strength of the strike (strike) or maybe pace?
Which striker would you choose:
strike 13 with solid form or strike 10 with divine form?
other parameters being basically the same?

if superdivine form means a player plays at 100% of his skills potential, id guess tragic form makes him play at around 66%, so based on that id go with the divine form if their tech/pace are the same
remember 66 is just my guess, id be interested to know other opinions

hmm, if your 66% theory is right and assuming linearity the striker with incredible strike and solid form should play at around 80% which would be around 10.5 which would still make him a bit better striker but since all other parameters probably are affected as well the other player might be better.

I wouldn't got with a formula on this but form is important. Strikers are still the most affected by form but nowadays I noticed that all players (GK and outfielders) will play lousy with low form.
I go with a conditional order when I'm not sure which striker should start.
