For many of the same reasons that I believe that I am uniquely unqualified to bear the burden of ramrodding our National Team to devastating defeat, I likewise believe that I am perhaps one of the least appropriate users in the USA community to assume the broader "responsibilities" of becoming an Admin of this game. I will be using this thread to both more formally publicize my complete lack of qualifications for the role, and to also invite any readers of the thread to ask questions to further elucidate why I am utterly ill-equipped to wield ultimate authority.
A) I believe that user with a "q" or "xz" in their names should be immediately banned for 6.35 days. According to that bastion of accuracy, Wikipedia, those three are the least used letters in English. (Please note that I linked xz together intentionally - EVERYONE knows that q is always followed by a "u" except for in really unusual words). Any user who has a q or a xz in their names is therefore by definition insigificant, and ought not be using up bandwidth their betters (people with a's and o's, for example) could be more properly leveraging in their question for tactical superiority.

People with X's and O's in there names would have an obvious tactical advantage over anyone who does not. People using a's and o's belong in the usa D leagues.

Out of respect for the well developed questions and the indication of international interest in my non-candidacy, I will use your numbering system in my response and will be publicizing my platform planks using letters, rather than numbers.
1) I believe that I have no qualifications whatsoever to be an Admin. I am a flagrant violator of propriety in the boards, having been cited numerous times for violating various forums' rules. I also have little time to log in at home, so do most of my SK'ing from a work computer. I will not have the time to actively "administer" in an Admin role, and will not be able to install the requisite kernal in my work computer. Also, I'm sort of silly.
2) I am old, mostly bald, portly, and have smelly shoes.
3) I violently disagree with your assertion that the US has produced a strong Admin. I am aware of only one, Guacadork. I will temper my language because he is my RL brother, and his kids are kind of cool. With that sentiment in mind, I will only say that as far as I know, he has accomplished nothing in his Admin role other than allowing the Polish Admins to continue to run all over the game, flagrantly cheating the rules and continuing artificially Polish hegemony by backchannel financial transfers and generally conversing in Polish, which no one can understand. (Really, what kind of language has that many odd consonants and so few vowels????)

Having not been in the role too long I cannot say too much in reality. However....
I am old and balding, the portly side of things needs a little work however. Abuse of power is something that the old Admin from USA would constantly flaunt in front of everybody. Frankly, Hebrew is not as bad as Polish. Any non-hebrew speaker looking at the language becomes immediately aware that there is no common ground between Hebrew and a real language, so they immediately stop caring. Polish, on the other hand, is much more mysterious. The letters are the same, but the combinations of the letters are crap. You look at something like this:
świetna kondycja, tragicznybramkarz
nadboska szybkość, dobry obrońca
boska technika, solidny rozgrywający
dostateczne podania, boski strzelec
Start wondering what it all means (maybe technika makes some sense), and you get a headache, after getting lost in the z's and the ny's and the ridiculous accents over consonants. Befuddlement follows, which is why Polish teams continue to do well.
I would be happy to accept any official designation as becoming the first official non-Admin. Pink stars would be fine, although I would prefer something more unusual, like a brown splotch resembling ... [doodie].

a) You ask what Admins think they do. IMO, they believe they are tracking down cheaters and enforcing the rules by banning violators and administering other punitive measures. In honor of your Brit-ness, I think they believe they are functioning as earls, viscounts or perhaps Dukes, with Greggy as the king and some of the Polish Admins as knights of the round table. Mods see them selves as dukes, I suspect.
b) The better question is "What does Nanook, who is attempting to avoid being an Admin, think Admins do that he is not qualified to be one?" I believe they muddle. Yes, muddle. They wander around using super-secret powers to do various things, and then argue amongst themselves about those things. In the meantime, they do little to enforce the rules (unless one of the rules is continuing to allow the Polish Admins to use vowels and ridiculous consonants combined together in silly ways.) I do not muddle. I speechify, but do not muddle. So I am not qualified.

I would strive to be more irritating about that lack of authority as possible, of course. I suppose I would behave much as I do now, although with the brown splotch I would have official recognition that I am meaningless, which would make my protestations of ignorance and puerility all the more impressive.
